NEO, created by Rhizod, is a executation file system. I can't say its a program, but a set of instructions on how the program will be installed into your linux phone.

This is a user-friendly package system for native applications on E680i, E680 and A780. Neo = Natively Executable Object. Native applications are distributed in .jar archives, and the phones normal jar-install/uninstall functionality can be used to add and remove them. To install the Neo-installer you first need to have 'linloader' working. The downloadable archive includes a 'Readme.txt' with installation instructions. Current Rev: C (minor clarification in readme: no need to upgrade from Rev B) -end-

There are a number of programs created in this format, which makes it easier to install. In the past, before NEO was created, we used to have mpkg, where we have to copy the files into the phone memory, then edit the dbinstalled
